 Superintendent James E. Tucker’s Responsibilities and Goals for Academic Year 2010-2011

 Goals:

  1. Develop and implement a school-wide marketing plan to maintain school enrollment at present levels.

    1. The plan will include mailing information about MSD programs and services to all
      pediatricians, audiologists, speech pathologists, and hearing aid dealers in Maryland.
    2. Brochures and cover letters will be developed to all professionals by November 1, 2010.
    3. Executive Associate to the Superintendent will be the contact person in the cover letter as
      she will refer professionals to appropriate individuals at MSD.
    4. Brochures and cover letters will be mailed to all professionals by February 1, 2011.

  2. Oversee an ongoing program reform that promotes excellence in student life programs and policies
    at Frederick and Columbia Campuses.

    1. Dean of Students at both Frederick and Columbia Campus will chair their respective
      Student Life Program Review Committee.
    2. This committee consisting of parents and student life staff will meet once every quarter.
    3. The committee members will review all programs and services, and recommend
      changes when appropriate.
    4. Recommended changes will be communicated to various management teams (FCAT,
      CCAT, and OMT) and the Board of Trustees when appropriate.

  3. Evaluate the progress of three MSD initiatives: 

    1. Implementation of program and services to Middle School students with special needs at
      Frederick Campus;
    2. Implementation of program and services to High School students with Emotional
      Disability; and
    3. Monitor the Spoken English classes at Columbia Campus (Pre-Kindergarten and
      Kindergarten classes) and at Frederick Campus (3rd grade class). 

      Give progress reports at BOT meetings when appropriate.

  4. Explore, evaluate, and implement ways to enhance MSD’s bilingual education pedagogy.

    1. Hire a language planning consultant during spring of 2011 to assist MSD in a program review regarding language planning and corpus planning.

 

Responsibilities:

  1. Submit to the Maryland Department of Budget and Management (DBM) Fiscal Year 2012 School Budget.  Secure funding through meetings with officials at DBM and legislators serving on budget committees during the 2011 General Assembly.

    Also, secure Fiscal Year 2012 Capital Improvement Project (CIP) monies for fire alarm upgrades at the Frederick Campus.

  2. Maintain a comprehensive “Quality Assurance and Monitoring” report to the Maryland State Department of Education (MSDE).  This report includes number of students graduating with MSDE’s State High School Diploma and certificate of program completion; and students’ performances on the Maryland School Assessment and High School Assessment.  Annual reports will be shared with the Board of Trustees at the September BOT meeting.

  3. Maintain Department of Human Resources (DHR) Residential Program Licenses for both Columbia and Frederick Campuses.  Current licenses expire on March 2012.

  4. Oversee the reaccreditation process for Middle States Association and Conference of Educational Administrators of Schools and Programs for the Deaf.  Site Validation Teams will visit MSD in November 2012.

  5. For the 2010-2011 Academic Year, host at least four community forums with faculty and staff
    members at Columbia Campus and also at least four forums at Frederick Campus.

  6. Have at least quarterly meetings with president of the Teachers Association to get more immediate and current feedback on overall climate and the performance of the Principals and Assistant Principals/Department heads.

  7. Oversee an ongoing program review of student life programs and policies at the Frederick and Columbia Campuses.  Maintain standing committees for each dorm with parent and staff representatives.  Give progress reports at BOT meetings when appropriate.

  8. Review MSD’s current marketing plan and outreach activities.  Give progress reports at BOT meetings when appropriate.

  9. Review with the senior management the employee evaluation process as set forth in the MSD Employee Handbook, and ensure it is strictly followed and employee performance is documented.  Propose handbook changes to the Board of Trustees if needed.

  10. Ensure that development and training funds are appropriately allocated and used for regular
    administrative and teaching staff training and professional enhancement.

  11. Maintain a 360 degree appraisal tool for members of the Orioles Management Team.

  12. Announce my “Superintendent Goals” for the year to the community on the MSD’s website and keep the community apprised of progress.

  13. Work closely with MSD Foundation to develop fundraising goals for Academic Year 2010-2011.
