Office of the Ombuds
The Office of the Ombuds at the Maryland School for the Deaf (MSD) is a confidential, independent, and neutral resource available to families, staff, and community members. The Ombuds is here to listen, support, and help address school-related concerns in a safe and respectful way.
The Ombuds provides a safe, informal, and non-judgmental environment for discussing issues, exploring options, and receiving guidance on resources and policies. Whether you have a question, concern, or challenge, the Ombuds can help you navigate options, understand policies, and find a path forward. The goal is to resolve issues formally whenever possible—before they grow into larger problems.
What the Ombuds Does
The Ombuds:
- Listens to concerns in a private, non-judgmental setting
- Clarifies issues and helps define goals
- Explores options and explains relevant school policies and procedures
- Guides individuals to appropriate resources or personnel
- Supports informal resolution and open communication
- Follows up as needed to ensure continued support
The Ombuds does not make decisions, conduct formal investigations, or replace existing school processes. They do not act as an advocate or representative, provide legal advice, or override school policies. However, they can be a helpful first step when you're not sure where to go.
Conversations with the Ombuds are off the record and kept confidential, except in rare cases when there is a risk of harm or legal obligation to report.
When to Contact the Ombuds
Reach out to the Ombuds if you:
- Don't know where to bring your concern
- Need help resolving a conflict or communication issue
- Feel stuck and want to explore your options
- Are seeking a neutral perspective or sounding board
- Want to learn more about MSD policies, procedures, or resources
The Process
1. Reach Out
Contact the Ombuds using the confidential intake form or by scheduling a time to talk.
2. Share Your Story
The Ombuds will listen and work with you to clarify the issue and define what you hope to achieve. They identify issues and connect with appropriate resources or staff to provide options for resolving concerns.
3. Consider Your Options
Together, you will explore strategies for moving forward, which may include informal resolution, facilitated communication, or referrals.
4. Stay Connected
The Ombuds may check in later to ensure you have the support and information you need.
