Individual Planning
This page provides information about the services and processes involved with an Individualized Family Service Plan (IFSP) or an Individualized Education Program (IEP). At the Maryland School for the Deaf, all enrolled students have either an IFSP or an IEP. The links in the sidebar outline IEP meeting types, timelines, and related services.
We recognize that individualized planning may be complex at times. This site is designed to offer clear, accessible information so families can stay informed and engaged throughout the process. Individualized Family Service Plan
If your young child has been identified as needing early intervention services, you will receive support through your child's Infants and Toddlers Program. The Maryland School for the Deaf (MSD) may also provide services in coordination with your local program.
While MSD serves children with Individualized Family Service Plans (IFSPs), all IFSPs are developed, managed, and held by your local Infants and Toddlers Program. MSD does not hold IFSP meetings or assign case managers, but we collaborate with all Maryland counties and public agencies to ensure high-quality educational and support services for children who are deaf or hard of hearing.
Eligibility for IFSP services is determined through a state- and county-led evaluation process. The team may include professionals such as speech-language pathologists, audiologists, physical therapists, and others based on your child's specific needs. IFSPs are family-centered, and you are considered a key member of the team. Other family members may also play an important role.
An IFSP must be developed within 30 days of eligibility determination. Progress is reviewed every six months, and updates are made as needed. Additional meetings can be requested at any time.
Before your child's third birthday, the IFSP team will meet to create a transition plan. Your child may continue under an Extended IFSP (up to age five) or transition to an Individualized Education Program (IEP). If an IEP is appropriate, MSD's IEP office will contact you to schedule an initial meeting.
Individualized Education Program
At MSD, every student has an Individualized Education Program (IEP), which serves as a personalized roadmap for their learning journey. Developed in collaboration with families and school staff, the IEP outlines goals, supports, and services tailored to each student's strengths and needs.
There are several types of IEP meetings, each with a specific purpose. This page offers a quick reference outlining the type of meeting being held and what to expect. Every student has at least one IEP meeting each year to review progress and update goals as needed.
